Completion Programme Independent Review
Second-pair-of-eyes review of HPHT, deepwater or sour-service completion programmes — from a 60-minute red-flag call to a full BoD audit.
The problem you have
You are about to commit to a completion programme. The basis of design is written, the AFE is drafted, the equipment is on order. Internally, everyone has signed off — but the people who signed off are the same people who wrote it. You need an outside reviewer who has actually delivered HPHT, deepwater, or sour-service wells, before the rig hits the well.
What you get
Three tiers, depending on how much scrutiny you need:
| Tier | Deliverable | Turnaround | Price |
|---|---|---|---|
| Quick Look | 60-minute scoping call + 1-page red-flag note covering 3–5 highest-risk issues | 5 working days | £950 |
| Programme Review | Full document review (BoD, well programme, risk register, materials selection) + 5-page memo with prioritised findings + 60-minute readout call | 10 working days | £2,950 |
| Deep Dive | Programme Review plus 1-day on-site / remote workshop with the well team, structured well-on-paper facilitation, post-workshop report | 30 days end-to-end | £8,500 – £14,500 |
The Programme Review tier is the most common entry point.
What this is not
- A liability transfer. The well operator remains the duty-holder; my review is advisory.
- An equipment audit. I review design and operational thinking, not vendor certifications.
- A replacement for your internal HSE risk assessment.
Process
- 30-min discovery call — you explain the well, the timeline, what you need an independent opinion on. I tell you which tier fits.
- One-page proposal — fixed price, fixed scope, fixed deliverable. Signed within 24 hours.
- Delivery on the agreed turnaround. You receive a clean memo or report; we run the readout call; you decide what to act on.
Frequently asked
Can you sign an NDA? Yes. Standard mutual NDA available, or I will sign yours after a quick legal scan.
Do you have professional indemnity insurance? Yes. £1M cover via Mattey Energy Ltd.
Will you take work that conflicts with your day role? No. I keep a strict conflict-of-interest framework and decline anything that touches Basra Energy Company Limited’s operational footprint or BP / CNPC JV interests.
Who owns the deliverable? You do, on full payment. I retain the right to publish the methodology in anonymised form (no client name, no well name, no figures); the underlying documents and any client-specific findings remain confidential.
What happens if I cancel? Quick Look: 50% refund if cancelled before the call. Programme Review: 50% refund before document handover, 0% after. Deep Dive: pro-rated by hours delivered.
