Tender Response Review
Independent buyer-side or seller-side review of upstream tender documents — ITTs, bid submissions, equipment specs, vendor evaluations.
The problem you have
If you are the operator (buyer side): the ITT is out, the bids are in, your evaluation team is split, and you have 72 hours to sign off the technical recommendation. You need an outside pair of eyes on the technical evaluation — specifically on the completions, intervention, or DST scope of the contract.
If you are the service company (seller side): you have a high-value ITT in front of you, the bid is due in 5–10 days, and your completions team is thin. You need a senior completions/workover authority to read the technical sections, flag the gaps, sharpen the win themes, and stress-test the cost narrative before submission.
What you get
A 3,250-pound fixed-price tender review — buyer-side or seller-side — with the following deliverable:
- 5–8 page review memo organised by tender section
- Prioritised technical gap list (most material first)
- Win-theme strengthening recommendations (seller-side) or evaluation-criteria stress-test (buyer-side)
- 60-minute readout call with the proposal / evaluation team
Turnaround: 5 working days.
Price: £3,250 fixed.
What this is not
- Not a commercial bid review. Pricing strategy is not my scope.
- Not a procurement-process audit. I review the technical content of one specific tender, not your wider procurement function.
- Not a contract drafting service. I am not a lawyer.
- Not a substitute for your internal commercial team. The technical opinion enters their decision; I do not make the decision for them.
Process
- 30-min discovery call under NDA.
- Document handover. Typical scope: ITT or RFP, technical submissions / bids, equipment specifications, prior performance data, evaluation rubric (buyer side) or competitor intelligence (seller side, anonymised).
- 3 working days of review. Working notes shared with you on day 2 so you can steer the focus.
- Memo + 60-minute readout call delivered by day 5.
Frequently asked
Which tender scopes can you review? Completions, DST, well testing, coiled tubing, slickline, wireline, sand control, OCTG procurement, well intervention services, ESP supply, wellhead and tree procurement. HPHT and deepwater scopes are my strongest specialisation.
Can you sign a parallel NDA with the vendor / operator I am bidding against? No. One side per tender — buyer or seller, not both. The conflict-of-interest firewall is absolute.
How do you handle conflict with your current employer? I will not review any tender involving Basra Energy Company Limited, BP, CNPC, or any active vendor relationship with BECL. Disclosed on the discovery call.
Can you turn this around faster than 5 days? Sometimes. The 5-day standard reflects the time needed to give the work proper attention. I will agree to 72 hours under exceptional circumstances at a +30% rush rate.
What happens if I cancel mid-review? 50% refund if cancelled before the review starts; 0% refund after the working notes are delivered on day 2.
